Customer Advisory (No Plugging Reefer Containers)

Please be informed that in full compliance with the ruling of the Supreme Court of Liberia and that of the Commercial Court, APM Terminals Liberia Ltd. will no longer plug any reefer container discharged from vessels in Monrovia, with immediate effect.
APM Terminals Liberia receives its discharge and handling instructions directly from vessels and Shipping Lines through the electronic BAPLIE manifest, which does not include consignee information. Identifying the consignee therefore requires additional steps outside the standard operational process. Legally and operationally, APM Terminals relies exclusively on the BAPLIE as the authoritative data source for all stowage instructions. It is the only document automatically ingested, validated, and executed by the Terminal Operating System (TOS), and any deviation requires a manual amendment of the BAPLIE.
Following the court decision, APM Terminals Liberia is no longer permitted to connect any live reefer containers to power upon discharge from the vessel without prior written consent of the consignee.
The Supreme Court has further stated that these live reefer containers may remain unplugged for up to five (5) days). APM Terminals Liberia will not be responsible for monitoring or calculating this period. The exclusive responsibility for tracking the 5-day window rests entirely with the consignee.
For absolute clarity, APM Terminals Monrovia accepts no liability whatsoever for any damage, deterioration, spoilage, or loss of cargo resulting from the containers remaining unplugged or from delays in receiving written instructions. The full and exclusive responsibility and liability for the condition of the cargo in these reefer containers rests with the consignee.
