Procedure for facilitating Entry of GCC-Based Trucks at KBSP

Dear Customers & Partners,

This is further to Customer Advisory Ref. 2026/2703/GCC Trucks, regarding the temporary approval for the entry of GCC‑based trucks into Khalifa Bin Salman Port (KBSP).

In line with the directives to enhance logistics efficiency and facilitate the smooth flow of trade, the following procedures shall apply to all GCC‑based trucks arriving at KBSP via the King Fahd Causeway

Scope of Activities
GCC-based trucks are permitted to perform the following activities within KBSP:

• Gate-in import full containers
• Gate-in empty containers
• Gate-out export full containers

Transit Formalities (for Authorized Freight Forwarders)

• Transit: GCC-registered trucks are permitted direct transit across the King Fahd Causeway, which operates 24x7.
• Customs System: A customs declaration under IM8 – Transfer Authorization is required. No additional customs procedures are needed at the Causeway.
• Fees: Only X-ray and sealing fees, as applicable, are payable.
• Destination: Trucks may proceed directly to KBSP to complete customs clearance under standard procedures.

Notification to APM Terminals for Incoming GCC-Based Trucks

• Acceptance of GCC-based trucks at KBSP is strictly subject to a written request submitted only by the local Bahrain agent of the Container Operator. Requests from any other party will not be accepted.
• Requests must be submitted using the format in Appendix A.
• Requests must be sent to the following email addresses:

• Requests must be submitted at least 3 hours prior to the truck’s arrival at KBSP.
• The cut‑off time for same‑day requests is 12:00 hours. Requests received after this time will be processed on the next working day.

• For Hazardous Cargo and Reefers, the local agent must submit the Hazardous Cargo Manifest and Reefer Manifest along with the Cargo Manifest and Appendix A details.
• Any truck arriving outside of restricted operational hours, where applicable during the crisis, shall be processed for entry the following day.

• APM Terminals will register all GCC-based trucks based on the information provided in Appendix A.

• Entry to KBSP is subject to an approved port pass, to be applied for via: https://gatepass.bahrain.apmterminals.com/admin/dashboard
• Port passes for non-Bahraini truck operators must be supported with their Residence ID/Smart Card/Passport copy and a valid GCC Driving License.
• All truck operators entering KBSP must wear mandatory PPE: safety shoes, helmet, and safety vest.

These procedures are effective immediately. All relevant authorities, agents, and container operators are requested to comply fully to ensure operational efficiency and the seamless movement of containers.

إجراءات تسهيل دخول الشاحنات التابعة لدول مجلس التعاون الخليجي إلى ميناء خليفة بن سلمان

إشعار للعملاء

السادة العملاء الكرام،

إشارةً إلى إشعار العملاء رقم Truck 2026/2703/GCC بشأن الموافقة المؤقتة على دخول الشاحنات التابعة لدول مجلس التعاون الخليجي إلى ميناء خليفة بن سلمان. وانسجاماً مع التوجيهات الرامية إلى تعزيز كفاءة الخدمات اللوجستية وتسهيل انسيابية حركة التجارة، سيتم تطبيق الإجراءات التالية على جميع الشاحنات التابعة لدول مجلس التعاون الخليجي القادمة إلى ميناء خليفة بن سلمان عبر جسر الملك فهد.

يُسمح للشاحنات التابعة لدول مجلس التعاون الخليجي بتنفيذ الأنشطة التالية داخل ميناء خليفة بن سلمان :
· إدخال حاويات الواردات الممتلئة
· إدخال الحاويات الفارغة
· إخراج حاويات الصادرات الممتلئة

إجراءات العبور (لوكلاء الشحن المعتمدين):
· العبور (الترانزيت): يُسمح للشاحنات المسجلة في دول مجلس التعاون الخليجي بالعبور المباشر عبر جسر الملك فهد، الذي يعمل على مدار الساعة .(24/7)
· النظام الجمركي: يتطلب تقديم بيان جمركي تحت بند IM8 تفويض نقل أو Transfer Authorization. ولا توجد حاجة لإجراءات جمركية إضافية عند الجسر.
· الرسوم: تُدفع فقط رسوم فحص الأشعة (X-ray) ورسوم الختم، حسب الاقتضاء.
· الوجهة: يمكن للشاحنات التوجه مباشرة إلى ميناء خليفة بن سلمان (KBSP) لاستكمال إجراءات التخليص الجمركي وفقاً للإجراءات القياسية.

إخطار شركة ايه بي إم تيرمينالز البحرين حول الشاحنات الخليجية المتجهة إلى ميناء خليفة بن سلمان
· يخضع قبول الشاحنات في ميناء خليفة بن سلمان لطلب خطي يتم تقديمه حصراً من قبل الوكيل المحلي في مملكة البحرين لمشغل الحاويات. ولن يتم قبول الطلبات المقدمة من أي طرف آخر.
· يجب تقديم الطلبات وفق النموذج الموضح في الملحق (A) .
· تُرسل الطلبات إلى عناوين البريد الإلكتروني التالية:

· يجب تقديم الطلبات قبل موعد وصول الشاحنة إلى الميناء بما لا يقل عن 3 ساعات.
· آخر موعد لتقديم طلبات نفس اليوم هو الساعة 12:00 ظهراً، وأي طلبات تُستلم بعد هذا الوقت سيتم معالجتها في يوم العمل التالي.
· بالنسبة للبضائع الخطرة وحاويات التبريد، يجب على الوكيل المحلي تقديم بيان البضائع الخطرة وبيان حاويات التبريد مرفقًا مع بيان الشحنة وتفاصيل الملحق (A).
· أي شاحنة تصل خارج ساعات التشغيل المقيدة (إن وجدت خلال فترة الأزمة) سيتم معالجة دخولها في اليوم التالي.

تسجيل الشاحنات التابعة لدول مجلس التعاون الخليجي

· ستقوم شركة ايه بي إم تيرمينالز البحرين بتسجيل جميع الشاحنات بناءً على المعلومات المقدمة في الملحق .(A)

متطلبات الأمن والسلامة وتصاريح الدخول
· يخضع دخول ميناء خليفة بن سلمان للحصول على تصريح دخول معتمد، ويتم التقديم عبر الرابط التالي: https://gatepass.bahrain.apmterminals.com/admin/dashboard
· يجب دعم طلبات تصاريح الدخول لسائقي الشاحنات غير البحرينيين بنسخة من بطاقة الإقامة أو البطاقة الذكية أو جواز السفر، بالإضافة إلى رخصة قيادة سارية من إحدى دول مجلس التعاون الخليجي.
· يتوجب على جميع سائقي الشاحنات داخل الميناء الالتزام بارتداء معدات الوقاية الشخصية الإلزامية: أحذية السلامة، خوذة، وسترة عاكسة.

تسري هذه الإجراءات بشكل فوري. ونهيب بجميع الجهات المعنية والوكلاء ومشغلي الحاويات الالتزام التام بها لضمان كفاءة العمليات وسلاسة حركة الحاويات .
