Customer Advisory - Tariff Adjustment 2026
Dear Valued customer,
As per the Concession Agreement with the Government of Liberia, the prescribed 2026 tariff adjustment factor has been calculated by means of the predefined formula and that will have the effect of adjusting all current charges upward by 4.73%. This adjustment is valid for the period from February 1, 2026, through 31st January 2027.
To further accelerate economic growth and provide cost-effective Port services to consignees and end users of Port services, there will be NO INCREASE to ALL landside related tariff including STORAGE and THC for the 2026 annual tariff adjustment period. Also, RICE and CLINKER DISCHARGE TARIFF will not be affected by the implementation of the annual tariff adjustment. The 2025 tariff regime shall continue to be implemented through the 2026 tariff year for these tariff categories.
Additional incentives for RICE - the objective is to eliminate or mitigate the impact of demurrage on the end users and the economy while maintaining a healthy inventory level of rice in the country all year round
Containerization – APM Terminals offers below incentives to customers who will import rice in containers for the 2026 tariff period:
- 10% rebate on THC for all containers above 100 discharged in Monrovia within a month per customer.
- 20% rebate for customers with discharge volume of 300 containers or more monthly.
- 10 days free storage (for 100 boxes and above discharged within a month) a credit note will be issued for storage paid if 100 boxes confirmed)
- All containers belonging to the customer from a vessel will be block-stacked per BL and delivered to the customer from the stack based on BL number to the customer
- Access to Priority gate service – may be chargeable
Jumbo bags adoption– the goal is to increase the discharge rate and improve the turn-around time of break-bulk rice vessels calling the freeport of Monrovia. APM Terminals offers below incentives to its break-bulk rice:
- Pre-Slung Rice – in Jumbo bags from origin, a new rate of $10.55/ton + 50% rebate on idle time for flatbed
- Use of Jumbo bags – a new rate of $14.53/ton for rice discharge if entire vessel discharged by Jumbo bags
- The regular rate of $15.53/ton will still apply for use of slings to discharge rice
The 2026 annual tariff adjustment of 4.73% will apply to the following tariff lines
a. Container Stevedoring: load, discharge of vessel
b. Marine services
The following tariff shall be applied to Reefer Management based on the new process of reefer plugging & monitoring:
- Manual documentation fee – 125/TEU will apply to landside/consignee for manual documentation of units for not plugging per consignee.
- Dry/reefer separation- $179.81/unit applies if lines do not share consignee within 12 hrs of vessel arrival; and also, to consignees who send their instructions late (within 12 hours of vessel arrival).
- Reefer re-plugging – $402.56 per unit – applies to previously unplugged reefer requested to be plugged, covering
- AUX71 Positioning -143.84
- Shifting per unit - 33.95
- Dry/Reefer separation - $179.81 usd
- Reefer Gang/labour - $ 44.96 usd
