Trade Advisory: Introduction of Fuel Surcharge on Pilotage & Towage Services

APM Terminals Pipavav remains committed to providing safe, efficient, and reliable marine services to all stakeholders.

In recent weeks, heightened geopolitical tensions in the Middle East have resulted in sustained volatility and a significant increase in global fuel prices, directly impacting the cost of High Flash High Speed Diesel (HFHSD), which is a key input for marine operations.

In order to ensure continuity of safe and efficient services, the Port will introduce a Fuel Surcharge on Pilotage & Towage Services, applicable in addition to the prevailing tariff.

1. Applicability

• The surcharge shall apply to Pilotage & Towage charges (per GRT)
• It shall be applied as a percentage of the applicable tariff rates
• Tug hire charges (per hour basis) remain excluded from this surcharge

2. Fuel Surcharge Mechanism

The surcharge will be linked to HFHSD price movement and applied based on the 
following band structure:

HFHSD Price Range Fuel Surcharge (% of Pilotage & Towage Tariff)

3. Current Applicability

• Base HFHSD Price: 91.503
• Current HFHSD Price: 131.200

Based on the above, the applicable surcharge is:
1.50% of Pilotage & Towage charges

4. Review & Adjustment

• The surcharge will be reviewed on a monthly basis
• Any changes will be communicated through Trade Notices
• The surcharge is intended as a variable cost recovery mechanism and will be adjusted in line with fuel price movements

5. Effective Date
This surcharge shall be applicable from 01st May 2026
